The city of SP looked for privately-backed entities to restore palaces within the city. In return for their investment, the government would let those buildings be used rent-free for 49 years. Victor Vekselberg (reportedly the 119th richest person in the world by Forbes in 2019) and his Link of Times Foundation took on the challenge. So the State owns the building, but this museum collection is privately owned.
Vekselberg and his group tackled the restoration of the late 18th-century neoclassical Naryshkin-Shuvalov Palace. Not as big as the royal palaces, of course, but quite impressive. The museum opened in 2013. Read more on the palace's interesting history here: https://en.wikipedia.org/wiki/Shuvalov_Palace. A hint, one owner was the mistress of Tzar Alexander I for 13 years.
Works here are mainly devoted to the famous Russian jeweler Peter Carl Fabergé and his House of Fabergé wares, but there are some works of contemporary Russian artists. Sorry I don't know the artist of this piece.

We peeked into the ballroom.
There were modern touches to the museum in a few places.
Our niece Teshia would love this chandelier.Even the signs to the restrooms were in line with the ambience of the museum--tux and ball gown.
